堀口正雄1901年出生于日本東京都。1937年起到中國東北參加侵華戰(zhàn)爭，曾先后任日本新京憲兵隊敦化憲兵分隊隊長，錦州憲兵隊中佐隊長等職。

重要罪行有：

1937年8月，將1名被俘抗日聯(lián)軍愛國分子“押到敦化縣城西側(cè)炮臺山高地，命令部下憲兵軍曹用日本刀進行砍頭慘酷行為”。

1938年末—1939年8月，將逮捕的愛國者8名進行拷問審訊后，其中“3名以特殊輸送(特委處分)哈爾濱第731部隊”。

1939年6月，手下憲兵隊的刑訊拷打致1名中國人死亡，“命令利用夜間把尸體送到山中埋上了”。

1939年8月，部下在抓捕中槍擊致1名中國人死亡，命令“利用黑夜把尸體投棄于牡丹江河中”。

1942年8月—1943年8月，共逮捕抗日人員約80名，其中“經(jīng)憲兵司令官的批準(zhǔn)指令送哈爾濱第731部隊約20名”。
